Pradhan mantri Vikasit Bharath Rozgar Yojana to Boost Employment & Skill Development: Regional PF Commissioner, EPFO

Bengaluru, 31st July 2025: The Bangalore Chamber of Industry and Commerce (BCIC), through its Human Resource Expert Committee, organized an awareness session on the recently announced Pradhan mantri Vikasit Bharath Rozgar Yojana, a strategic initiative launched by the Government of India to drive employment growth, enhance workforce skills, and strengthen the social security framework across sectors. The session was led by distinguished speakers Shri. Salil Sankar, Regional PF Commissioner I, EPFO, Dr. Pavan Jasti, Regional PF Commissioner-II, EPFO and Shri Aniket Ambekar, Regional PF commissioner II, RO Malleswaram

The session presented valuable insights into the scheme’s structure, objectives, and practical implementation. Their deliberations highlighted the scheme’s potential to incentivize employers for onboarding first-time employees, thereby catalysing formal employment, upskilling of new entrants into the workforce, and expansion of social benefits under the EPFO framework.

“Pradhan mantri Vikasit Bharath Rozgar Yojana is a transformative step towards formalizing India’s workforce and fostering a culture of sustained employment by incentivizing both new entrants and employers. The scheme aims to not only create jobs but also ensure that youth gain essential skills and access vital social security benefits like Provident Fund coverage. This scheme reflects the government’s unwavering commitment to a skilled, secure, and financially literate workforce. The scheme’s design prioritizes job creation in growth-oriented industries, offering financial incentives to organizations that enrol eligible employees into the formal employment ecosystem. For employers, incentives range from 10% of wages (up to ₹10,000) to a flat ₹3,000 per month for each additional employee, depending on their gross monthly wages (up to ₹1,00,000). These incentives are available for two years across all sectors and for four years in the manufacturing sector.” said Shri. Salil Sankar, Regional PF Commissioner I, EPFO.”

“We have streamlined the process for both employers and employees to ensure seamless adoption of the scheme. The simplified Pradhan mantri Vikasit Bharath Rozgar Yojana generation with Aadhaar-based face authentication, coupled with direct benefit transfers, makes participation straightforward. This scheme is a win-win, offering tangible financial support to new employees and significantly offsetting the costs of hiring and training for businesses committed to expanding their formal workforce.” added Dr. Pavan Jasti, Regional Commissioner-II, EPFO

“We recognize the significant challenges faced by first-time job seekers in India, with unemployment rates for this group exceeding 9%, far higher than the overall national average of 4%. Employers often hesitate to hire them due to perceived lack of basic skills and initial low productivity, leading to them being considered ‘unemployable.’ Furthermore, high attrition rates among new hires hinder critical skill formation and prevent productivity gains for businesses. This new incentive scheme directly addresses these issues by partially offsetting the initial costs associated with taking up a job, be it search, transportation, or housing. More importantly, it fosters a behavioural change, encouraging employees to stay for at least six months, which is crucial for skill development and significantly improves their prospects for higher salaries and better opportunities in future employment.” added Shri. In addition, the session featured an open discussion with HR professionals, industry leaders, and policy stakeholders, who explored integration models for aligning the scheme’s benefits with organizational development plans.
